        Government launches a “whitelist” for Starlink in Ukraine

        Ukraine is introducing verification of Starlink satellite communication terminals. The government has adopted a resolution to implement a so-called “whitelist,” under which only verified and registered terminals will be allowed to operate in the country.

        According to Defense Minister Mykhailo Fedorov, the decision is a response to Russia’s use of Starlink. Russian drones equipped with such terminals are difficult to shoot down due to their low-altitude flight, resistance to electronic warfare, and real-time control over long distances. The only technical solution identified to counter this threat is the introduction of a “whitelist” and authorization of all terminals in cooperation with SpaceX.

        The registration process for citizens will be максимально simple and free of charge, requiring only one visit to the nearest administrative service center. For businesses, an online verification process will be available through the Diia portal. Military personnel do not need to apply through service centers — a separate secure channel is already in place for the Defense Forces via the DELTA system, without the need to transfer account data or place terminals on military balance sheets.

        The ministry emphasized that the “whitelist” will help maintain stable connectivity for Ukrainians, strengthen security, and deprive the enemy of technological advantages. Detailed instructions on terminal registration are expected to be released soon.
