        Zelenskiy: Security guarantees document for Ukraine ready for finalisation with the US

        President Volodymyr Zelenskiy said that Ukraine is close to finalizing a bilateral security guarantees document with the United States following negotiations held by the Ukrainian delegation in France.

        According to Zelenskiy, Defense Minister Rustem Umerov reported on the outcomes of the talks, noting that the document on security guarantees for Ukraine is essentially ready to be finalized at the highest level with the U.S. president. He emphasized that Ukraine continues to successfully coordinate the work of European and American teams, and that discussions also covered documents related to postwar recovery and economic development.

        The talks also addressed complex issues concerning the basic framework for ending the war. Zelenskiy said the Ukrainian side presented possible options for finalizing this framework. Kyiv understands that the American side will engage in dialogue with Russia and expects feedback on whether the aggressor is genuinely prepared to end the war.

        After returning to Kyiv, Ukraine’s negotiating team will brief partners on all details of the meetings. Zelenskiy added that Ukraine is also informing partners about the consequences of Russian strikes, which, he said, clearly indicate that Moscow has not changed its priorities.

        In this context, the president stressed that pressure on Russia must increase at the same pace as negotiations continue. The credibility of future security guarantees, he said, should be demonstrated by the partners’ ability to apply effective pressure on the aggressor already at this stage. Ukraine is preparing new contacts with its partners.
