Ukraine has identified one of its key strategic goals in the war against Russia — to inflict up to 50,000 casualties on the enemy every month. According to Mykhailo Fedorov, such a level of losses should make the continuation of the war critically disadvantageous for Russia and force it to agree to peace by force.

This was reported by Suspilne with reference to a statement by Ukrainian Defense Minister Mykhailo Fedorov during a meeting with the media.

According to Fedorov, Ukraine must maintain military and technological pressure on Russia while diplomatic negotiations are ongoing. The key stages in implementing this strategy are changing the management model in the defense sector and setting clear, measurable goals. The Ministry of Defense must move from procurement to systematic management, coordination, and civilian oversight.

“Management should be built around those who are capable of achieving specific goals. If people do not demonstrate measurable results, they cannot remain in the system,” Fedorov said.

Regarding the military component of the new strategy, one of the key goals is to systematically increase the losses of the Russian army.

“The second strategic goal is to kill 50,000 Russians per month. Last month, 35,000 were killed — all of these losses have been verified on video. If we reach the 50,000 mark, we will see what happens to the enemy,” Fedorov said.

The minister noted that Russia perceives people as a consumable resource, but problems with its restoration are already becoming apparent — therefore, systematic military and technological pressure could break the Russian Federation’s ability to continue the war.

According to the General Staff of the Armed Forces of Ukraine, as of January 20, 2026, the Russian army has lost about 1,228,570 soldiers in the war against Ukraine.
