President Volodymyr Zelenskyy and Spanish Prime Minister Pedro Sánchez announced a new package of defence, financial and energy support for Ukraine. The two leaders also agreed to deepen cooperation in weapons production and infrastructure reconstruction.
During a joint press conference in Madrid, President Volodymyr Zelenskyy and Spanish Prime Minister Pedro Sánchez announced an expansion of Spain’s support for Ukraine.
Sánchez said that Spain will provide a new defence package worth €615 million, including €300 million for weapons procurement and another €100 million under NATO’s PURL programme for the rapid purchase of air defence systems. An additional €215 million will be allocated through the EU’s SAFE instrument to finance anti-drone systems and radars, some of which are produced by Spanish manufacturers. Overall, Spain has committed €1 billion under the bilateral security agreement.
The Spanish government is also launching a new €200 million financial mechanism for Ukraine’s reconstruction. A dedicated office will be opened to coordinate projects aimed at modernising energy and transport infrastructure damaged by Russian attacks. A separate joint project with the UN will focus on restoring central heating systems in Ukraine.
Zelenskyy thanked Spain for its consistent support and confirmed that the new defence package includes, among other things, 40 IRT air defence missiles — critical for Ukraine during the winter. Ukraine is also preparing a project to receive Spanish long-range detection radars and is discussing the possibility of joint production of high-precision weapons.
The leaders also addressed the issue of Russian assets. Sánchez said that Spain supports using frozen Russian assets for Ukraine’s reconstruction. Zelenskyy stressed that any compensation mechanisms are fair and necessary, as Russia continues to destroy Ukrainian infrastructure.
Zelenskyy and Sánchez discussed diplomatic efforts to end the war and coordination with international partners. Zelenskyy confirmed that he will travel to Turkey the next day to meet President Erdoğan for talks on achieving a just peace.
Both leaders emphasised that supporting Ukraine is a matter of European security, and that Ukraine’s victory will be a shared victory for everyone who believes in freedom and the international order.
