Ukraine is launching Diia.AI, a national AI agent for government services. The Ministry of Digital Transformation says the country is moving toward an “Agentic State” model in which digital services act as a proactive assistant for citizens.
Acting Minister of Digital Transformation Oleksandr Borniakov announced the initiative during Mintsyfra Summit 2026.
According to him, Diia.AI will become the world’s first national AI agent for public services.
Borniakov said more than 350,000 users have already tested the service and sent around 2 million messages.
“This is an absolute revolution: saving time, zero bureaucracy, and a new level of interaction,” he said.
The Ministry of Digital Transformation also reported that 22 new services were launched in the Diia app during the first 120 days of 2026.
In addition, another 850 companies joined Diia.City, while its residents paid more than UAH 17 billion in taxes.
The ministry also announced the launch of 5G pilot projects in Borodianka and Kharkiv.
Among its key priorities, the ministry named the development of the Agentic State model, expansion of the Mriya educational ecosystem, introduction of AI tools into Diia.Education, development of Digital Defence, and growth of the digital economy through Diia.City and 5G infrastructure.
