        Ukrainian President Volodymyr Zelenskyy and Council of Europe Secretary General Alain Boreson have signed an agreement to establish a special tribunal to investigate crimes of Russian aggression against Ukraine.

        The agreement to establish a special tribunal for Russia’s crime of aggression was signed at the Council of Europe building in Strasbourg, where Zelenskyy arrived after the NATO summit in The Hague.

        The special tribunal will allow investigations to be conducted against the country’s top leadership, which is usually protected by personal immunities. However, it will only be possible to start the trial and pass sentences on representatives of the Russian Federation after they have left their posts.

        The Council of Europe’s plans to establish a Special Tribunal for the crime of aggression against Ukraine were announced back in February. The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, noted that the special tribunal is part of the pressure on Putin and his regime to end the war.
