        Russian forces kill two civilians carrying a white flag in Kharkiv region

        The Kharkiv Regional Prosecutor’s Office has launched a pre-trial investigation into a war crime that resulted in the deaths of civilians in the Kupiansk district. The case is being investigated under Part 2 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war resulting in death.

        According to the investigation, on November 3 near the village of Kruhliakivka, Russian troops struck two unarmed civilians with FPV drones. The victims were walking along a road carrying a white flag, indicating their non-combatant status. Both civilians and their dog were killed in the targeted attack.

        Prosecutors note that there were no military facilities or positions near the site of the strike.

        The agency emphasized that this cynical act is yet another example of the Russian military’s systematic disregard for international humanitarian law and the right to life of civilians.
