Putin Orders Ukrainians in Russia and Occupied Territories to Settle Their Status or Leave

Russian dictator Vladimir Putin has signed a decree obliging Ukrainian citizens who do not have legal grounds to stay in Russia to leave the country or “regulate their legal status” by September 10. This means obtaining a Russian passport. The order also applies to the occupied territories that Moscow has declared to be the territory of Russia.

The document was published on the Russian legal information portal.

According to the decree, foreigners and stateless persons staying in the Russian-occupied territories of Donetsk, Luhansk, Kherson, and Zaporizhzhia regions must undergo a medical examination to confirm the absence of infectious diseases and drug use.

The Russian Interior Ministry has been instructed not to bring Ukrainian citizens to administrative responsibility for violating the regime of stay if they have applied to the territorial bodies of the agency to “regulate their legal status” and have been fingerprinted and photographed before the decree comes into force.
