        There will be no local elections in Ukraine in October: parliament’s decision

        The Verkhovna Rada adopted Resolution No. 14301, confirming the impossibility of holding local elections during martial law. The current councils and heads will continue to perform their duties until conditions for safe voting are restored.

        This was announced by Yaroslav Zheleznyak, a member of parliament.

        “To put it simply, there will be no local elections in October 2025. 308 votes in favor,” the MP wrote.

        Key provisions of Resolution No. 14301

        1. It has been recognized that it is impossible to hold local elections during martial law, as it is impossible to guarantee compliance with democratic standards and the safety of those involved in the process.
        2. Responsibility for the impossibility of holding elections lies with the aggressor state, the Russian Federation.
        3. The powers of the current local councils and heads elected in legitimate elections are confirmed — they remain in office until new elections are held after the war.
        4. The principle of continuity of power is emphasized — the stable work of local self-government is necessary to ensure order, defense, and the functioning of communities.
        5. After the war ends, the decision on new local elections will be made in accordance with the Constitution, the Electoral Code, and the laws of Ukraine.
        6. An appeal to the international community to support the continuity of local government in Ukraine during the Russian Federation’s aggression.
