On October 31, 2025, as a result of a special operation by the Main Intelligence Directorate (HUR) of Ukraine’s Ministry of Defense, the main oil pipeline “Koltsovoy” in the Ramenskoye district of the Moscow region was put out of operation, according to a video released by HUR.
According to the report, all three lines of the pipeline transporting gasoline, diesel, and aviation fuel were simultaneously damaged in the strike. The site’s anti-drone system and armed security failed to prevent the explosions and shutdown of the facility. Russian special services and repair teams were dispatched to the scene.
The report notes that the “Koltsovoy” pipeline is about 400 kilometers long, supplied with fuel from the Ryazan, Nizhny Novgorod, and Moscow oil refineries. According to HUR data, the pipeline was capable of transporting up to 3 million tons of aviation fuel, 2.8 million tons of diesel, and 1.6 million tons of gasoline annually.
HUR chief Lieutenant General Kyrylo Budanov is quoted as saying: “In fact, our strikes have had a greater impact than sanctions. It’s just mathematical truth. We’ve inflicted much more direct damage on Russia than any economic measures implemented so far.”
HUR emphasized that every war crime committed against the Ukrainian people will be met with fair retribution. The operation is described as another significant blow to the military capabilities and economy of the aggressor state in the Moscow region.
