        Zelensky promises new personnel decisions

        President Volodymyr Zelenskiy said on social media that Ukraine has concluded an “historic diplomatic week”, with the key outcome being a European decision to provide €90bn in financial support over the next two years.

        According to the president, Ukraine will receive at least €45bn annually, with the funds coming from frozen Russian assets that remain blocked in Europe. Zelenskiy stressed that this money represents a real financial security guarantee for the country and that Russia must pay for the war it launched. He thanked EU leadership and the heads of state who supported the decision.

        Zelenskiy also said Ukraine would continue efforts to ensure that all Russian assets frozen not only in Europe but elsewhere are directed toward protecting the country and funding its reconstruction. He acknowledged that this is one of the most difficult tasks, but expressed confidence that financing for rebuilding will be secured.

        The president separately reported on the work of Ukraine’s negotiating team in Florida, where meetings are under way with a US delegation and representatives of US President Donald Trump. He said the sides are constructively working through documents on ending the war, security guarantees and reconstruction, and are also discussing possible timelines for decisions. Zelenskiy said he expects detailed reports from Rustem Umerov and Andriy Hnatov.

        He also spoke about international talks with Norway’s prime minister Jonas Gahr Støre, German chancellor Friedrich Merz and NATO secretary general Mark Rutte, thanking them for their continued support for Ukraine.

        In addition, Zelenskiy addressed the situation in Odesa region, saying the authorities are taking necessary measures to ensure reliable logistics in the south of the region and to counter Russia’s attempts to block Ukraine’s access to maritime routes. He underlined the need to increase international pressure on Russia.

        The president said that even during the Christmas week Ukraine will remain in close contact with its partners and expects further announcements before the end of the year on new support packages and decisions aimed at reducing Russia’s ability to continue the war. He also announced upcoming personnel decisions regarding some local administration heads and new sanctions measures.
