First Deputy Prime Minister Mykhailo Fedorov reported on a meeting with President Volodymyr Zelenskyy, during which they discussed projects aimed at strengthening Ukraine’s resilience.

According to him, the telecom sector still faces challenges in maintaining connectivity during power outages, but a number of results have already been achieved: more than 2.1 million households are connected to xPON, 4G coverage by two operators has increased by 93%, over 50,000 Starlink terminals are operating in Ukraine, and the power supply of base stations is fully supported by batteries and 25% by generators.

The government continues working on improving the energy resilience of telecom infrastructure. Plans include providing 97% of the population with stable 4G coverage and shifting 60% of fixed networks to xPON, as well as preparing the launch of a 5G pilot. Fedorov stressed the importance of internet access for all Ukrainians, including those in frontline regions. He added that the government has approved a resolution allowing local authorities and municipal enterprises to officially support mobile connectivity during outages. Resolution No. 555 is already producing results, enabling mobile operators to build 100 base stations through an accelerated procedure.

Another topic was supplying the front with technology. Through the Brave1 platform, more than 700 grants worth 2.6 billion hryvnias have been issued, and over 4,800 developments in drones, electronic warfare, robotic systems, missiles and other solutions have been registered. This year, the grant program was updated to speed up disbursement and reduce bureaucracy. Together with partners, the government is launching joint funding programs for defense startups and opening new opportunities for Ukrainian companies on the global market.

Fedorov also reported progress in building a digital state. The government plans to expand services for veterans, social support and services for entrepreneurs. Key anti-corruption digital projects are also underway: e-Excise, e-Court and the digitalization of the gambling sector. Over the past five years, digital services have saved Ukrainians and the state 184 billion hryvnias, and the launch of these new services is seen as an important step in combating illegal schemes, reducing the shadow market and increasing tax revenues.
