Shmyhal Explains Why Ukraine Won’t Stop Transit of Russian Oil to the EU

Stopping oil transit through Ukraine via the Druzhba pipeline would be a violation of the Energy Charter Treaty and the Association Agreement with the European Union, which could lead to the country being held liable.

This was stated by Prime Minister of Ukraine Denys Shmyhal during an hour of questions to the government in the Verkhovna Rada.

“Oil transit through the territory of Ukraine is carried out in accordance with the provisions of the Energy Charter Treaty and the Association Agreement with the EU to ensure freedom of transit, and also meets the conditions of the sixth package of EU sanctions,” Shmyhal said.

The Prime Minister noted that Ukraine’s violation of its international obligations (the Energy Charter Treaty and the Association Agreement with the EU) could be used as a basis for holding the country liable for stopping uninterrupted oil supplies, in particular to Hungary, Slovakia and the Czech Republic, and imposing appropriate financial conditions after international arbitration.
