Russia is changing its conscription system: citizens will now be called up for military service throughout the entire calendar year. The law was signed by Russian President Vladimir Putin, RIA Novosti reported.

Previously, conscription in Russia took place twice a year — in spring (from April 1 to July 15) and autumn (from October 1 to December 31).

Under the new law, starting in 2026, citizens who are not in the reserve will be subject to call-up from January 1 to December 31, creating a continuous recruitment cycle. The actual deployment to military units will still occur twice a year — in spring and autumn.

The Kremlin claims the reform is aimed at “systematizing the work of enlistment offices” and improving the efficiency of mobilization processes.
