Kyiv Mayor Vitali Klitschko has warned that no protective structures can shield the capital’s critical infrastructure from simultaneous strikes involving several missiles or a swarm of drones. According to him, without air defense systems protecting key facilities, their stable operation and even continued existence are at risk.

Vitali Klitschko made the statement on Telegram.

The mayor stressed that Kyiv is operating under extremely difficult conditions and that city authorities are preparing for various possible scenarios.

According to Klitschko, an energy task force has been operating in the capital since spring, bringing together experts, energy specialists, practitioners and scientists. The group has developed measures for different scenarios, although not all of the information can be made public.

“Given the intensity of the enemy’s devastating attacks, without air defense systems protecting key facilities, their restoration, stable operation and very existence are seriously in doubt. Because when several missiles or a swarm of drones strike at once, no protective structures can withstand such an attack,” Klitschko said.

Meanwhile, according to Klitschko, nearly 45% of Kyiv’s residential buildings had been connected to heating as of November 5. Heating supply to residential buildings began on November 2, while social facilities started receiving heating on October 16. Bringing the capital’s centralized heating system fully online takes more than a week.

On November 5, Kyiv City Council is expected to consider allocating another UAH 1 billion to support Ukraine’s Security and Defense Forces. Another UAH 1 billion is planned for a government project to construct combined river crossings over the Dnipro River and access roads leading to them. The locations of the crossings are determined by the military command. The city council will also consider allocating UAH 350 million in 2026 to purchase an additional 3.5 million liters of diesel fuel for the capital’s emergency reserves.
