Ministry of Justice registries restored

The Ministry of Justice of Ukraine has announced that the Unified and State Registries have been restored after a large-scale cyberattack by Russia on December 20, 2024.

They are already working:

  • The State Register of Real Property Rights;
  • State Register of Encumbrances on Movable Property;
  • Automated system of enforcement proceedings;
  • Electronic register of apostilles;
  • The Unified Register of Convicts and Detainees;
  • Automated system “Bankruptcy and Insolvency”;
  • The Unified State Register of Persons Subject to the Provisions of the Law of Ukraine “On Lustration of Power”.

However, notaries and state registrars currently have limited access to some registers, in particular, to enter data on encumbrances by public and private enforcement officers.

Electronic interaction with government agencies that exchange data with registries, including the State Tax Service, the Ministry of Internal Affairs, the State Migration Service, the State Customs Service, the Pension Fund, and others, is also being restored.

Minister of Justice Olha Stefanishyna said that cooperation with the head of the National Information Systems State Enterprise had been terminated. The criminal proceedings, which were opened immediately after the cyberattack, are still ongoing.

“For the first time, an audit of NAIS was conducted, and it has already been completed. In addition, an internal investigation is underway,” Stefanishyna said.

The Verkhovna Rada also supported a bill aimed at improving the protection of information and state information resources.
