On October 10, the Kyiv City State Administration urged residents of the Ukrainian capital to prepare emergency supplies of water, food, and other essential items amid intensifying Russian attacks on the country’s power grid. Residents are advised to have enough basic necessities to last at least three days.
The Kyiv City State Administration (KCSA) announced the recommendations.
According to the KCSA, energy workers are working around the clock to restore electricity to all consumers. Meanwhile, municipal utility services are working to restore water supplies to normal operating levels.
However, Russian attacks on energy infrastructure are becoming more frequent, prompting city authorities to urge Kyiv residents to prepare in advance for possible disruptions to essential services.
How Much Water Should Residents Store?
The KCSA recommends keeping supplies of drinking and non-potable water sufficient for at least three days.
According to city authorities, each adult needs the following amounts per day:
- 3 liters of drinking water;
- 10–12 liters of non-potable water for hygiene and food preparation.
Therefore, the minimum three-day supply per person is 9 liters of drinking water and 30–36 liters of non-potable water.
The KCSA also noted that Kyiv has 155 public well-water facilities that can operate using generators during power outages.
What Else Should Kyiv Residents Prepare?
In addition to water, city authorities recommend preparing other essential supplies in advance:
- Fully charge power banks and portable power stations.
- Prepare flashlights, rechargeable lamps, candles, matches, and spare batteries.
- Stock up on non-perishable food that does not require electricity for preparation.
- Insulate homes by checking window insulation, sealing gaps, and placing insulating material between walls and radiators.
- Prepare reflective accessories to ensure safer movement outdoors after dark.
The KCSA emphasized that pedestrian visibility on roads is particularly important during potential power outages. Residents are advised to wear reflective clothing or attach reflective strips to their sleeves, bags, and backpacks.

City authorities urged residents to follow official announcements regarding electricity and water supplies.
In particular, Kyiv residents are encouraged to use the Kyiv Digital app, follow the KCSA’s official social media and messaging channels, and obtain updates from the Kyiv24 television channel, Radio Kyiv 98 FM, the Vechirniy Kyiv news outlet, and Ukraine’s public broadcaster Suspilne.
