At IT Arena, Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced the start of cooperation with ElevenLabs to integrate voice support into Ukrainian government services. The first joint product, a digital twin, has already been launched. Plans include adding voice AI to the Diia portal and app, introducing innovations to government education platforms, and strengthening the Ministry of Digital Transformation’s internal tools (in particular, AI assistants for onboarding). ‘The future belongs to agentive states,’ said Fedorov, explaining that interaction with the state should be reduced to a single request or even a voice message.

ElevenLabs is an audio AI research and deployment company known for its speech synthesis, voice cloning, and content dubbing technologies in dozens of languages; it positions itself as a developer that makes voice the ‘primary interface’ for interacting with technology. The company was founded in 2022 by Poles Piotr Dombkowski and Mateusz Staniszewski; its headquarters are in New York, and it has also opened a European office in London.
In January 2024, ElevenLabs raised $80 million in investment (Series B round), and in January 2025, it raised a new round with a valuation of approximately $3.3 billion to expand its products and infrastructure. Its areas of focus include voice generation and design, dubbing tools, and working with developers and enterprises.
The company declares multi-level safeguards against abuse, including moderation, watermarks/provenance and classifiers for detecting synthetic audio, as well as partnerships in the field of artificial content detection.
