Ukrainian Prime Minister Yuliia Svyrydenko announced that the government has prepared amendments to the 2026 state budget aimed at strengthening the security and defense sector.
According to her, this became possible after the approval of a €90 billion loan from the European Union for 2026–2027. In 2026, Ukraine expects to receive €45 billion in support, of which €31.8 billion is planned for defense and security, while another €13.2 billion will be used to cover the budget deficit. The first tranche, Svyrydenko said, is expected as early as June.
The prime minister stated that state budget revenues will increase by more than UAH 2.2 trillion, primarily due to international support and additional revenues within the framework of the Ukraine Plan.
Under the proposed amendments, the security and defense sector will additionally receive UAH 1.56 trillion. Of this amount, UAH 174.3 billion is allocated for military personnel salaries, UAH 1.37 trillion for the development of weapons and military equipment, and another UAH 14.6 billion as a reserve for the security and defense sector.
Separately, the government plans to allocate additional resources for the development of Ukraine’s defense-industrial complex, modernization of equipment, and expansion of domestic weapons production.
Another UAH 40 billion is proposed for the implementation of comprehensive resilience plans for regions and communities, including preparations for the autumn-winter period, protection of the energy sector, and ensuring the stable operation of critical infrastructure.
The reserve fund is also expected to increase by an additional UAH 40 billion to allow оперативне response to wartime challenges.
