The Office of the President of Ukraine reported that the European Commission has published its annual Enlargement Report, which highlights Ukraine’s significant progress on the path toward EU membership. This is the country’s highest assessment in the past three years — with positive results recorded in all 36 chapters of the review.
The European Commission noted that Ukraine is consistently implementing legislation in line with EU standards. The report confirmed the country’s readiness to open three negotiation clusters — the first, second, and sixth. Such progress demonstrates that European integration remains one of the key priorities of the President, Parliament, and Government of Ukraine.
President Volodymyr Zelenskyy emphasized that Ukraine’s achievements on its path to the EU are the result of collective national effort:
“Ukraine’s progress is achieved through the efforts of millions of our citizens. I am grateful to every Ukrainian who works daily for our independence and our state, to everyone who supports these efforts, and, of course, to all our brave soldiers who are fighting for Ukraine, for their comrades, and for the very possibility of a safe, united, and free Europe.”
The next steps include opening the negotiation clusters and implementing the European Commission’s recommendations — particularly in the areas of the rule of law, public administration reform, democratic institutions, and protection of the rights of national minorities. Ukraine also plans to adopt a National Programme for the Adaptation of Legislation to EU Law and to pass key EU integration laws.
“This is the best assessment so far — proof that even in times of full-scale war, Ukraine continues its reforms and advances toward European standards. We expect decisive actions from the European Union to overcome all artificial obstacles on the path to a strong and united Europe,” the Head of State stressed.
The European Commission’s annual Enlargement Report is a key instrument for evaluating the progress of candidate countries and defining the next steps in their accession to the European Union.
