        Russians have updated their tactics for striking energy infrastructure

        President Volodymyr Zelenskyy held a special energy conference call after another massive attack by the Russian Federation on Ukraine. The greatest difficulties in restoring power supply are currently reported in Kyiv, part of the Kyiv region, and Kharkiv.

        Zelensky announced this on social media. According to him, government officials, regional authorities, the military, and representatives of the energy sector participated in the conference call. Restoration work has already begun in all regions that were hit.

        The president noted that the situation in Dnipropetrovsk, Zaporizhzhia and the surrounding region, Sumy, Chernihiv and Odesa was discussed separately, as well as the progress of restoration in Rivne.

        The commander of the Ukrainian Air Force reported on the work of air defence systems and the first data on the updated tactics of Russian strikes. Zelensky instructed the military to immediately inform partners, primarily the United States, about the change in Russia’s tactics and the targeting of energy facilities, as well as to continue working on requests for missiles for air defence systems.

        The president also said that, according to available information, at least some of the missiles used in this strike were manufactured by Russia this year, and stressed the importance of effective sanctions and blocking the supply of critical components. Zelensky instructed the Prime Minister and the Minister of Energy to provide a full analysis of the recovery time in each region and the necessary resources by 18:00.

        In turn, Prime Minister Yulia Svyrydenko reported that during the conference call, they heard operational information about the state of the power system and coordinated further steps for recovery. According to her, the enemy is deliberately targeting critical infrastructure, there have been many ballistic strikes, and there is damage in a number of regions and in the capital.

        Svyrydenko also noted that a civilian was killed in the Kyiv region as a result of the attack. In Kyiv, due to shelling in certain areas, there have been interruptions in water, heat and electricity supply, with more than 5,000 homes left without heat. She described the situation in the Kharkiv, Sumy and Chernihiv regions as difficult.

        According to her, emergency services are working around the clock, with power reserves, resilience centres and State Emergency Service units involved, and the government is using all available tools to support people and minimise the impact of the strikes.
