The Kremlin may be planning to blame Ukraine for a radiological incident that could be caused by Russia itself on Ukrainian territory. Such actions could be part of a broader information campaign amid Moscow’s escalating nuclear rhetoric.

This is reported by analysts at the Institute for the Study of War (ISW).

Russian officials are actively promoting baseless claims about Ukraine’s alleged intentions to acquire a “dirty bomb” or nuclear weapons. These claims are being used to escalate rhetoric and threats against Ukraine and Western countries.

Russian representatives are also making statements about the unacceptability of the actions of the United Kingdom and France, accusing them of allegedly preparing to transfer nuclear components to Kyiv. Against this backdrop, there are direct threats to use nuclear weapons, including so-called non-strategic systems.

The ISW suggests that the Kremlin may use the risk of a radiological incident to accuse Ukraine. According to analysts, Russia could cause a radiological accident on Ukrainian territory and then blame Kyiv, accusing it of using nuclear or radiological weapons.

Such a scenario could be used to increase informational pressure, influence the West’s position, and attempt to change attitudes toward further support for Ukraine.

Analysts emphasize that Russian troops are systematically striking Ukrainian energy infrastructure, including nuclear power plants and facilities that support their operation.

Such attacks create the risk of a radiological incident. If such an incident occurs, Moscow could use it as a tool for new accusations against Ukraine. The Kremlin is also trying to divert attention from the inability of Russian troops to achieve Putin’s goals on the anniversary of the full-scale invasion.
