The G7 energy ministers released a statement on November 1 condemning Russia’s attacks on Ukraine’s energy infrastructure and reaffirming their commitment to support Ukraine’s energy system through the winter.
The document stresses that Russia’s strikes on energy facilities have “devastating social, environmental, and economic consequences” and endanger civilian lives. The G7 also praised the courage of Ukrainian energy workers who continue to provide electricity and heat to the population despite ongoing attacks.
The member states pledged to assist Ukraine in restoring critical infrastructure through mechanisms such as the Ukraine Energy Support Fund and the G7+ Ukraine Energy Coordination Group. Key priorities include:
- protection of energy facilities;
- support for the IAEA’s work on nuclear safety;
- development of a decentralized, resilient, and efficient energy system;
- attracting private investment to rebuild the energy sector.
The statement emphasizes that energy-related sanctions against Russia remain in force and will be further strengthened, including measures to dismantle Russia’s “shadow” tanker fleet that generates war-related revenue for the Kremlin.
The G7 called on partners to contribute to Ukraine’s recovery projects and noted that the country could become “a model for energy security and innovation.”
