Ukraine presents roadmap for opening airspace

The Ministry of Development of Communities and Territories has presented a roadmap for opening the airspace of Ukraine under martial law.

A step-by-step plan for partial opening of the airspace was presented at a conference in Warsaw by Deputy Minister of Community and Territory Development Serhiy Derkach. Representatives of business and authorities discussed risk assessments for civil aviation, features of air navigation safety, readiness of Ukrainian airports to resume operations and mechanisms for coordination of civil and military aviation.

The ministry did not say which airports would open according to the plan. In November 2023, the head of the Office of the President Andriy Yermak said that Ukraine may open one of the airports for civil flights before the end of the war. However, this requires conditions: a significant strengthening of air defense and protection of Ukrainian skies.

Subsequently, in March 2024, then Minister of Community Development Oleksandr Kubrakov said that Ukraine had officially started negotiations with US and EU regulators to restore passenger air transportation. Consultations were also held with the civil aviation administration of Israel.

In addition to the Ministry of Community Development, the U.S. Embassy in Ukraine, the State Aviation Service, the State Air Traffic Service Enterprise, the Air Force Command and the heads of Ukrainian international airports, particularly Boryspil and Lviv, took part in the development of the roadmap.

International airlines, in particular LOT Polish Airlines, SkyUp Airlines, Turkish Airlines, Wizz Air and others, also joined the discussion on opening the airspace.
