Ukraine has a chance to receive $30 billion worth of weapons as early as 2025 thanks to an agreement on advance payments from the American fund for 2026. This was announced by President Volodymyr Zelenskyy during a conversation with journalists.
According to him, two aid packages are currently planned — $15 billion for 2025 and 2026. The possibility of combining them and using the entire amount in the second half of this year is being discussed.
‘The question is whether we can bring forward another $15 billion from 2026 to the second half of 2025 in order to receive $30 billion worth of weapons at once. This is a contribution from the United States, and Ukraine will gradually repay its share. An agreement has already been reached on this,’ the head of state explained.
The president also stressed that the initiative opens up new prospects for American investors to come to Ukraine.
‘Americans can enter the Ukrainian market for the first time. 50-50. This is reinvestment — the funds work in Ukraine and are not withdrawn,’ Zelensky said.
He explained that only by mutual agreement, after many years, will investors be able to withdraw part of their profits. Until then, the funds will remain in Ukraine.
The fund also provides for duty-free exports of Ukrainian minerals to the United States, but the key goal is not just raw material exports, but the development of domestic processing.
‘We don’t want to be just a raw materials country. We want to invest here and have added value in production,’ the president summed up.
