The Security Service of Ukraine (SBU) says it has obtained a Russian document that disputes claims that Ukraine was responsible for an incident involving a bus carrying Belarusian citizens in Russia’s Bryansk region. The information was released by the SBU.

According to the agency, the document is an internal report prepared by the monitoring center of the Bryansk regional state institution “Safe Region,” which Ukrainian counterintelligence reportedly obtained during a special operation.
The report states that no Ukrainian drones were detected in the area at the time of the incident.
According to the intercepted document, the Regional Segment of the Unified National Center’s operational headquarters did not record any unmanned aerial vehicles in the vicinity of the event. The duty officer of a radar battalion stationed in the settlement of Suponevo in Bryansk region also reportedly confirmed that no drones were present.
In addition, the document states that the duty officer of Russia’s 32nd Division did not report any unmanned aircraft operating in the area during the relevant period.
The SBU said these findings provide grounds to believe that the incident involving the bus may have been orchestrated by Russian special services.
“Therefore, the SBU has grounds to believe that the strike on a bus carrying Belarusian citizens in Russia’s Bryansk region was a special operation conducted by Russian intelligence services,” the agency said.
The SBU noted that Russia has repeatedly accused Ukraine of crimes allegedly committed by Russian actors themselves and has used such incidents as part of information and psychological operations aimed at influencing international opinion.
The agency also stressed that Ukraine and its Defense and Security Forces comply with the laws and customs of war and target only legitimate military objectives.
