Russia Plans to Restrict Temporary Stay for Ukrainians

The Russian Ministry of Internal Affairs has proposed limiting the period of temporary stay for Ukrainian citizens in Russia and restricting their right to work without a special permit. The draft document has been published on the portal of draft regulatory legal acts.

“The majority of Ukrainian citizens, having resided in Russia for an extended period, have not settled their legal status, indicating their unwillingness to establish stable legal ties with Russia, their lack of interest in legal residency, which poses a threat to national and public security,” states the explanatory note attached to the document.

The Ministry proposes that Ukrainians currently in the Russian Federation be required to obtain the necessary documentation for continued stay, including a temporary residence permit and a patent for the right to work, from the relevant bodies of the Ministry of Internal Affairs.

If approved, Ukrainian citizens will need to secure these documents by 31 March 2025.

At present, Ukrainians are permitted to stay in Russia without time restrictions, provided they undergo fingerprinting and medical examination, and they can work without additional permits. This arrangement was established by a decree signed by President Putin in August 2022.
