        Ombudsman: Russians executed 337 Ukrainian soldiers, over 95% of prisoners are tortured

        As of the end of 2025, Russian occupiers executed 337 Ukrainian prisoners of war. According to Ombudsman Dmytro Lubinets, they were executed “deliberately and cruelly.”

        During his speech at the UN Human Rights Council meeting, the ombudsman called on the international community to increase pressure on Russia for the systematic torture of Ukrainians.

        Dmytro Lubinets stressed that Russia has turned torture into state policy and uses it as a weapon. According to the UN, more than 95% of Ukrainian prisoners of war are systematically tortured. As of the end of 2025, 337 Ukrainian prisoners of war had been deliberately and brutally executed by the Russians.

        “I called on the international community to immediately increase pressure on Russia, ensure that every crime is fully documented, and bring those responsible to justice,” the ombudsman added.
