The Comprehensive Economic Partnership Agreement between Ukraine and the United Arab Emirates entered into force on July 1, 2026. The document provides for the creation of a free trade zone between the two countries.

The agreement between the governments of Ukraine and the UAE was signed in Abu Dhabi on February 17, 2025. Ukraine’s Verkhovna Rada ratified it by law on February 26, 2026.
The document creates a modern framework for the development of bilateral trade in goods and services. In particular, it provides for the elimination of customs duties between Ukraine and the UAE.
The State Customs Service said the agreement gives Ukrainian producers preferential access to the UAE market and should help expand the geography of Ukrainian exports.
A separate part of the agreement concerns cooperation between the customs administrations of the two countries. Ukraine and the UAE plan to conclude an agreement on mutual customs assistance.
That document is expected to form the basis for information exchange, as well as for preventing and investigating violations of customs legislation.
