Most Ukrainians support NATO membership based on West Germany’s model (poll)

More than 70% of Ukrainians support Ukraine’s accession to NATO based on the so-called West German model, where the Alliance’s guarantees were gradually extended to different parts of the country.

This is evidenced by the results of a survey commissioned by the New Europe Center. 

The respondents were asked to evaluate the idea that Ukraine could initially receive security guarantees under Article 5 of the NATO treaty only on the territories that are not under Russian occupation.

Similarly, West Germany became a member of NATO in 1955, while the eastern territories joined the Alliance only after the country’s reunification almost 40 years later.

Despite supporting gradual accession, the New Europe Center notes that the Ukrainian scenario has a key difference: the invitation to NATO should cover all of Ukraine’s internationally recognized borders.


The survey was conducted between November 15 and November 27, 2024 among 1,000 respondents. The theoretical sampling error does not exceed 3.1% with a probability of 0.95%.
