President Volodymyr Zelenskyy has appointed Oksana Markarova as his adviser on Ukraine’s reconstruction and investment. The corresponding decree was published on 30 November.
Zelenskyy announced the appointment in his address, noting that Markarova will continue helping the state by focusing on post-war recovery, investment attraction, improving the business climate and strengthening Ukraine’s financial resilience. He emphasised that alongside daily defence efforts, Ukraine has a long-term objective — to restore the country and ensure sustainable economic development.
According to Presidential Decree No. 872/2025, Oksana Markarova has been appointed Adviser to the President of Ukraine on Reconstruction and Investment on a voluntary (non-staff) basis.
On 27 August 2025, Markarova was dismissed from her position as Ambassador of Ukraine to the United States, as well as from her concurrent role as Ambassador to Antigua and Barbuda.
Before joining the diplomatic service, she worked in government, serving as First Deputy Minister of Finance and later as Minister of Finance of Ukraine from 2018 to 2020. She is also known for her expertise in macroeconomics, financial markets and investment, and has represented Ukraine in various international financial institutions.
Zelenskyy stressed that Markarova’s experience will help Ukraine attract investment, plan reconstruction and deepen cooperation with strategic partners. He thanked her for her continued commitment to serving the country.
