In the Odessa region, the state of emergency caused by massive attacks on energy infrastructure has been declared a national emergency. This was announced on social media by Oleg Kipper, head of the Odessa Regional Military Administration.
The decision was made by the Commission on Technogenic and Environmental Safety and Emergencies under the Regional Military Administration. The decision was based on the consequences of Russian strikes on energy facilities, which led to a prolonged disruption of normal living conditions for more than 50,000 residents of the region for more than three days.
Separately, the commission instructed the heads of military administrations, community leaders and the National Police to conduct explanatory work with entrepreneurs on the need to minimise the use of illumination and decorative lighting in order to save electricity and meet the needs of the population and critical infrastructure facilities.
A decision was also made to allocate part of the reserve fund directly to communities to replenish fuel and lubricant stocks. This is necessary for the uninterrupted operation of generators that provide electricity to hospitals, educational institutions, emergency centres and other vital facilities.
