The document was adopted in response to the Russian Federation’s ongoing full-scale armed aggression against Ukraine, following a proposal by the National Security and Defence Council.

The president also signed Decree No. 1061/2026, which provides for the extension of general mobilisation for another 90 days from 31 October.

The stated purpose of extending mobilisation is to ensure the country’s defence and maintain the combat readiness of the Armed Forces of Ukraine and other military formations.

Separately, the decree extending martial law instructs the Ministry of Foreign Affairs to inform the UN Secretary-General and officials of foreign countries about the extension, the corresponding restrictions on citizens’ rights and freedoms, and the reasons for the decision.

Both decrees are dated 26 October 2026 and will enter into force simultaneously with the Ukrainian laws approving them.
