        Zelenskyy publishes 20-point plan to end the war

        Ukrainian President Volodymyr Zelenskyy has for the first time publicly presented the full version of a 20-point framework document discussed between the United States, Europe, Ukraine and Russia, calling it a basic document on ending the war. He said this at a meeting with journalists, according to Suspilne. Ukraine is currently awaiting Russia’s response, after which the next steps and possible timelines will become clearer.

        Below is the full list of the 20 points as presented.

        1. Ukraine’s sovereignty will be reaffirmed. Ukraine is recognized as a sovereign state, and all signatories confirm this with their signatures.
        2. The document constitutes a full and unconditional non-aggression agreement between Russia and Ukraine. A mechanism to monitor the line of contact using space-based unmanned monitoring, as well as an early warning mechanism for violations, will be established.
        3. Ukraine will receive strong security guarantees.
        4. The size of the Armed Forces of Ukraine will remain at 800,000 personnel in peacetime.
        5. The United States, NATO and European signatory states will provide Ukraine with security guarantees mirroring Article 5.
          If Russia invades Ukraine, in addition to a coordinated military response, all global sanctions against Russia will be reinstated.
          If Ukraine invades Russia or opens fire on Russian territory without provocation, the security guarantees will be considered void.
          The clause on compensation to the United States for security guarantees has been removed.
          Bilateral security guarantees with other countries are not excluded.
        6. Russia will entrench a policy of non-aggression toward Ukraine and Europe in its domestic legislation and ratification documents, including approval by a majority vote in the State Duma.
        7. Ukraine will become a member of the European Union within a clearly defined timeframe and will receive short-term privileged access to the European market. Specific accession dates remain subject to bilateral consultations between the United States and Ukraine.
        8. A robust global development package for Ukraine will be approved under a separate investment agreement. It includes the creation of a Ukraine Development Fund, investments in fast-growing sectors such as technology, data centers and AI, cooperation with the United States on modernizing gas infrastructure, reconstruction of war-damaged territories, infrastructure development and extraction of natural resources. The World Bank will prepare a special financing package, and a high-level international working group will be established to implement the recovery plan.
        9. Several funds will be created to address economic recovery, reconstruction of regions and humanitarian issues. The goal is to attract up to $800 billion through equity, grants, debt instruments and private-sector contributions. The United States and European countries will establish a $200 billion capital and grants fund. Ukraine retains the right to compensation for war damages.
        10. After the agreement is concluded, Ukraine will accelerate negotiations on a free trade agreement with the United States. The U.S. side seeks a parity-based approach.
        11. Ukraine confirms its non-nuclear status in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
        12. The Zaporizhzhia Nuclear Power Plant is proposed to be operated as a joint enterprise. The U.S. proposes a trilateral model (Ukraine, U.S., Russia), while Ukraine proposes a 50/50 Ukraine–U.S. format.
        13. Both sides commit to implementing educational programs promoting tolerance and combating racism and prejudice. Ukraine will implement EU rules on religious freedom and protection of minority languages.
        14. Territorial settlement.
          Russia withdraws its troops from the Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv regions.
          Option A: In Donetsk, Luhansk, Zaporizhzhia and Kherson regions, the line of troop deployment on the date of the agreement is recognized de facto as the line of contact.
          Option B: The creation of a special economic zone in Donbas, with a possible referendum in territories controlled by Ukraine.
        15. After future territorial arrangements are agreed, neither side will change them by force.
        16. Russia will not obstruct Ukraine’s use of the Dnipro River and the Black Sea for commercial purposes. A separate maritime agreement will be concluded, and the Kinburn Spit will be demilitarized.
        17. A humanitarian committee will be established. All prisoners of war will be exchanged on an “all for all” basis, all civilian detainees and hostages will be returned, and measures will be taken to address the suffering of war victims.
        18. Ukraine will hold elections as soon as possible after the agreement is signed, starting with presidential elections, followed by parliamentary and local elections.
        19. The agreement will be legally binding. Its implementation will be overseen by a Peace Council involving Ukraine, Europe, NATO, the United States and Russia, chaired by President Trump. Sanctions will apply in case of violations.
        20. Once all parties agree to the deal, a full ceasefire will take effect immediately.
