        Zelenskyy announces large-scale winter support program and free train travel for Ukrainians

        President of Ukraine Volodymyr Zelenskyy has instructed the government to launch in December a comprehensive package of winter support programs for citizens, he said in an address.

        “I have instructed the government to prepare a significant package of programs that will start operating in December — a winter support package. We are now determining which specific elements will be included,” the President noted.

        • Direct financial assistance, as last year, which can be used to cover essential needs.
        • A separate program for the most vulnerable groups — elderly people living alone, large families, residents of frontline areas, and other categories.
        • Fixed prices for gas and electricity for households, with no increases during the winter.
        • The “UZ-3000” transport program — every Ukrainian will be able to travel up to 3,000 kilometers by train across the country free of charge. “The company must give people a tangible benefit — the funds being used should genuinely serve society,” Zelensky emphasized.
        • Expansion of healthcare programs, including the launch in January of a preventive health check-up project for adults.

        The President instructed the government to finalize all elements of the winter support package and present details by November 15, so that Ukrainians can start using the programs at the beginning of winter.
