Volodymyr Zelensky has approved the decision of the National Security and Defence Council of Ukraine to impose sanctions on businessmen Timur Mindich and Alexander Zuckerman, who are involved in the investigation into corruption at the Energoatom company.
The sanctions are imposed for a period of three years, with certain restrictions remaining in force indefinitely. The decree states that both Mindich and Zuckerman have Israeli citizenship. Both have left Ukraine.
On 10 November, investigators from the National Anti-Corruption Bureau of Ukraine (NABU) raided the home of Timur Mindich, co-owner of the Kvartal 95 studio and an associate of Zelensky. Shortly thereafter, NABU announced that it had uncovered a large-scale embezzlement scheme at Energoatom, Ukraine’s nuclear power plant operator. The scheme involved kickbacks from the company’s purchases worth hundreds of millions of dollars. According to anti-corruption authorities, Mindich was the creator and one of the main beneficiaries of the large-scale embezzlement scheme. One of the participants in this scheme was Zuckerman.
Searches were also conducted at the home of Justice Minister Herman Galushchenko, who served as energy minister until July 2025. He was soon suspended from his duties and then resigned. The current Minister of Energy of Ukraine, Svetlana Grinchuk, also wrote a letter of resignation.
