The Cabinet of Ministers of Ukraine has approved a decision to terminate 116 international treaties concluded with Russia, Belarus, and within the framework of the CIS (Commonwealth of Independent States). The decision was initiated by the Ministry of Foreign Affairs.

This was announced by Foreign Minister Andriy Sibiha.

According to him, the resolution terminates 25 treaties, denounces three, and withdraws from 88 international agreements. Of these, five were concluded with the Russian Federation, 23 with Belarus, 87 within the CIS, and one more—a trilateral agreement between Ukraine, the Russian Federation, and Belarus.

Sybiga noted that this step is part of a systematic effort to revise Ukraine’s legal framework, taking into account the conditions of war and the new security architecture in Europe.

He also recalled that Ukraine had previously withdrawn from 31 CIS treaties via presidential decrees, and that 14 draft laws to terminate another 74 agreements have been registered in the Verkhovna Rada.

According to the minister, these decisions effectively conclude the main phase of bringing Ukraine’s international legal framework into line with the realities of war.

“This is my principled position as minister—to get rid of everything that could weaken Ukraine, to cut off everything that once connected us to the aggressor state, and to build a serious, strategic, and long-term line of defense for the free world on Ukraine’s eastern border, or better yet, even further beyond it,” Sibiga noted.
