The Security Service of Ukraine and the National Police disrupted the plans of Russian special services for a series of terrorist attacks in Kyiv region. During the special operation, the SBU detained an agent couple who were preparing a series of explosions on behalf of the FSB.

The saboteurs targeted the premises of local police departments, the TCC and the prosecutor’s office. The agents were given the right by the FSB to choose the first target, but due to the SBU’s preventive actions, they failed to realize their plan.
According to the investigation, the Russian special service remotely recruited two unemployed residents of Kyiv region – a 27-year-old drug addict and his partner, who were looking for quick money.
The saboteurs settled in a hostel near the capital, where they secretly manufactured an improvised explosive device (IED). For this purpose, they purchased chemical components, destructive elements (bolts, nails, aluminum shavings), and a fire extinguisher to mask the explosives.



Upon completion of the work, the agents were to notify the FSB of their readiness and receive the coordinates for planting the explosive device.
The SBU was on the trail of the suspects in advance, documented their cooperation with the FSB and detained them at the time of the explosive manufacturing.
The detainees were served a notice of suspicion under the articles of the Criminal Code:
- 1 Art. 14, Part 2 Art. 258 – preparation of a terrorist attack by prior conspiracy,
- 2 Art. 263-1 – illegal manufacture of explosives.
Both suspects are in custody. They face up to 12 years in prison with confiscation of property.
