In 2025, international partners committed to allocating nearly $5 billion to Ukraine’s defense industry and another approximately $5 billion for the purchase of US-made weapons for Ukraine. Both figures are record highs.
This was announced by Ukraine’s Minister of Defense Denys Shmyhal following the 32nd meeting of the Ukraine Defense Contact Group in the Ramstein format.
According to him, partners confirmed long-term support for Ukraine during the meeting. Germany, in particular, announced €11.5 billion in support for 2026, focusing on air defense, drones and artillery ammunition, and also reported the delivery of new Patriot and IRIS-T systems. The United Kingdom will strengthen Ukraine’s air defense with £600 million in 2025, including funds from frozen Russian assets.
Canada will provide an additional CAD 30 million for Ukrainian drones, AIM-9 missiles, electro-optical sensors and other military assistance. The Netherlands will allocate €700 million for drones, including €400 million for Ukrainian-made systems. Denmark will deliver its 29th support package worth €250 million and make a new contribution to the PURL program, focusing on Ukraine’s aviation capabilities.
Norway plans to provide around $7 billion in total military assistance in 2026, including support for US air defense systems and the “Czech initiative.” The Baltic states confirmed continued support at no less than 0.25% of GDP, focusing on drones, electronic warfare, air defense and other capabilities. Luxembourg announced €100 million in aid for 2026 and an additional contribution to PURL, while New Zealand pledged $15 million to the program.
Poland also confirmed deliveries of 155mm ammunition and joint projects with Ukraine under the SAFE framework. Portugal announced contributions to the “Czech initiative” and €10 million for drones, while the Czech Republic reported that deliveries of 760,000 artillery shells for 2026 have already been financed under its initiative.
Denys Shmyhal thanked partners for their contributions, stressing that this support saves lives, strengthens Europe’s security and brings a just peace closer.
