On November 3, Italian Defense Minister Guido Crosetto announced the preparation of this aid package. Earlier, Bloomberg, citing sources, reported that Italy may transfer ammunition and SAMP/T missiles for air defense systems to Ukraine.

Italy delivered the previous, 11th aid package in May, including, in particular, VCC-2 Camilino tracked armored personnel carriers. In total, since the start of the full-scale war, Rome has provided Ukraine with 11 support packages worth a total of €2.5-3 billion, including two SAMP/T missile batteries.
