        Government allows private companies to manufacture weapons

        The Cabinet of Ministers has adopted a resolution allowing the transfer of design documentation for weapons and military equipment to enterprises of all forms of ownership. This effectively abolishes the state monopoly on intellectual property in the defence industry.

        Minister of Strategic Industries Herman Smetanin said that the decision would allow the Defence Forces to be supplied with the necessary weapons more quickly and scale up the production of Ukrainian military equipment.

        According to the new rules, the transfer of design documentation will take place at the decision of the state customer. This is possible if the production capacity of the main enterprise is 75-100% utilised and there is a need for additional production. The Ministry of Strategic Industries will propose companies capable of producing similar designs, after which the government customer will check their compliance with the requirements. In particular, companies must have experience in the production of military equipment, the necessary capacity, no debts and no ties with the aggressor state.

        The final decision will be made by the Interagency Commission on the Defence Industry. Following the approval, an agreement on the transfer of documentation must be signed within 14 days. Production will begin after qualification tests.

        The government expects this resolution to boost arms production and strengthen the country’s defence capabilities.
