        Budanov proposes creating a center to recruit foreign nationals into Ukraine’s military

        Head of the Office of the President Kyrylo Budanov said Ukraine needs to create a single coordination center to recruit foreign nationals for military service. The initiative was discussed during a meeting with representatives of the Defense Forces and members of parliament.

        The Office of the President reported this. The meeting focused on service conditions for foreign nationals and stateless persons already serving in the Armed Forces of Ukraine and the National Guard, as well as opportunities to expand recruitment.

        Budanov noted that recruitment, assessment, training and support of foreign contract soldiers are currently handled by different structures, which complicates coordination and oversight.

        “Ukraine needs to establish a unified coordination center for recruiting foreign nationals into military service. It should be a structural unit covering all stages: from search, selection and transportation to training, support and other needs of foreign citizens,” he said.

        Deputy Head of the President’s Office Pavlo Palisa added that certain units of the Armed Forces and the National Guard could take on part of the training and support responsibilities.

        Participants also discussed the involvement of interpreters to ensure effective communication with foreign service members.

        Following the meeting, participants agreed to work through the creation of such a unit within the Ministry of Defense during May, present a development program for the recruitment system, and prepare legislative proposals. The new center is expected to support foreign personnel throughout their service.
