President Volodymyr Zelenskyy held a meeting focused on Ukraine’s international efforts over the first nine months of 2025 and set priorities for the final quarter of the year.
Key topics included an audit of international commitments — particularly in defense assistance, energy resilience, and partner support programs. The meeting also addressed cooperation with the United States and the European Union, as well as the use of frozen Russian assets to benefit Ukraine.
“We are approaching a decision on the assets, and it is absolutely fair that Russia must pay for the war it started,” Zelenskyy emphasized.
The President announced that a Ukrainian delegation is preparing to visit the United States, which will include the Prime Minister, the Head of the Presidential Office, the Sanctions Policy Envoy, and representatives of the Ministry of Defense and the National Security and Defense Council. According to Zelenskyy, Ukraine has proposed several “strong defense agreements” that could strengthen both countries.
Zelenskyy also thanked partners who have joined the PURL program, which enables the purchase of critical defense systems such as Patriot and HIMARS missiles. He instructed his team to step up cooperation with Central and Southern European countries to expand participation in the program.
Government officials briefed the President on the state of Ukraine’s energy system and reconstruction efforts after Russian strikes. Zelenskyy noted that “significant agreements” have already been reached with Norway and the Netherlands and expressed confidence in continued support from other partners.
In the context of European integration, the President stressed that Ukraine will be ready to open all negotiation clusters for EU accession by the end of this year and expects reciprocal steps from the European Union.
Zelenskyy also instructed his team to strengthen sanctions policy, focusing on cutting Russia’s oil revenues and blocking its access to imported components used in producing drones and missiles:
“No drone, no missile could have been made by Russia without importing critical components. We know which pressure points can work most effectively,” Zelenskyy said.
