Ukraine is counting on Europe’s support in financing the transition of the army from mobilization to a contract model. Currently, there is a lack of funds for this, while Russia pays its military personnel on a contract basis.

This was stated by Ukrainian President Volodymyr Zelenskyy in an interview with the BBC.

As the president noted, Europe provides financial support to Ukraine; in particular, it finances the PURL program, under which American air defense systems are purchased.

The level of assistance varies: some countries allocate significant funds, others very little, and there are those who block support.

“And there are also those who block aid. It would be enough for these countries to do nothing, but instead, they are doing harm,” Zelenskyy commented.

In general, according to him, the funding is insufficient, but most European countries support Ukraine.

Separately, Zelenskyy emphasized that European partners could help finance the transition of the Ukrainian army from mobilization to a contract model.

“Europeans can help here if we transfer our army — or when we transfer our army — from mobilization to contracts. The same thing Putin is doing. He pays each person money for a contract. We want to do the same, but we don’t have enough funds,” Zelenskyy said.
