        Zelensky Holds Security Meeting: Russia Misses Its Own Deadlines Again, Ukraine Prepares Winter Defense Plan

        President Volodymyr Zelensky convened a meeting with the heads of Ukraine’s defense and security sector, receiving intelligence briefings and setting key priorities for the coming weeks.

        According to the Defense Intelligence of Ukraine (HUR) and the Foreign Intelligence Service, Russia retains the capacity to continue the war but its offensive plans are not aligning with reality. HUR chief Kyrylo Budanov reported on the situation in the most threatened areas of the frontline and on Russia’s military preparations. He noted that Moscow has once again failed to meet Vladimir Putin’s designated deadlines for capturing Pokrovsk and Kupiansk — the timelines have been postponed yet again.

        The Foreign Intelligence Service delivered an assessment of the political situation in Russia, public sentiment, dynamics within Putin’s inner circle, and the state of the Russian economy. Relevant conclusions were drawn following the discussion.

        The meeting identified the main directions of Ukraine’s defense efforts for the coming weeks, and the overall defensive plan for the winter months will be further updated. Zelensky also emphasized the continuation of Ukraine’s “long-range sanctions” — coordinated measures carried out by the Security Service of Ukraine, other special services, and the Armed Forces.

        Ukraine is preparing coordinated diplomatic steps with key international partners, taking into account updated assessments of the situation, and is planning measures aimed at increasing diplomatic activity.
