A Ukrainian citizen has been detained in Germany on suspicion of acting on behalf of Russian intelligence. The court has ordered his detention as a precautionary measure.

According to the Federal Prosecutor’s Office, the suspect is Vitaliy M., who was detained on March 27 in the city of Hagen. The following day, he was brought before an investigating judge at the Federal Court, who issued an arrest warrant and ordered his detention.
According to the investigation, the suspect had been gathering information on behalf of Russian intelligence since at least November 2025. The target was a man residing in Germany who, after the start of the full-scale war, participated in combat operations as part of the Armed Forces of Ukraine.
Investigators believe that the collection of information may have been part of preparations for further intelligence operations against this individual on German territory.
The investigation is being conducted by the Hagen police.
