The Cabinet of Ministers is changing the rules for movement on the streets during curfew. Residents will be able to freely reach “Points of Invincibility,” including at night.

This was announced by Energy Minister Denys Shmyhal.

Curfew restrictions are being reviewed due to the state of emergency declared in the Ukrainian energy sector after massive Russian attacks.

Earlier, Minister of Community and Territorial Development Oleksiy Kuleba explained that these are specific decisions that are being developed together with regional military administrations so that people can safely reach Points of Resilience and life support facilities, so that institutions that officially function as Points of Resilience can operate continuously, and critical infrastructure — water, heat, and communications — function without interruption.

“All such decisions are made exclusively with the participation of the security forces and the OVA defense councils. There will be no unauthorized actions on the ground. Our task is not formalities, but human safety: to protect lives and provide assistance in the most difficult situations,” he said.

We will remind you that after another massive attack, Ukrainian President Volodymyr Zelensky announced that a state of emergency would be declared in the Ukrainian energy sector. A special headquarters was set up to coordinate the situation in Kyiv, which suffered power and heat outages after the Russian attack. The government announced that winter holidays in the capital’s schools should be extended or set until February 1, 2026.
