Ukraine and Portugal have signed a joint statement establishing a partnership to produce naval drones, President Volodymyr Zelenskyy said following a meeting with Portuguese Prime Minister Luís Montenegro, who paid his first visit to Ukraine.
According to the president, naval drones are among the most promising areas of defense cooperation, with a strong focus on delivering tangible results. Zelenskyy stressed that all parts of Europe must have sufficient strength to counter potential threats, and that modern drone technologies are a practical tool for defense.
He also thanked Portugal for its contribution to the PURL program, which enables Ukraine to purchase U.S.-made weapons, and for supporting a joint European decision on financial security guarantees for Ukraine. The package amounts to €90 billion for the coming years.
Zelenskyy further highlighted Portugal’s support for the Ukrainian community and its contribution to restoring educational infrastructure, including Ukrainian schools in Chernihiv and Cherkasy.
