Ukrainian President Volodymyr Zelensky has signed a law aimed at creating an effective system for monitoring the legality of local council decisions (No. 4677-IX), according to a statement from the Verkhovna Rada.
Key provisions include:
- the introduction of a system of state supervision over the legality of local government acts;
- it is determined who exercises control:
- over the acts of regional councils — the central executive body designated by the Government;
- over the acts of district councils — the regional state administration;
- over the acts of village, settlement and city councils — the district state administration.
How this relates to Ukraine’s decentralisation reform is not explained.
