The Cabinet of Ministers plans to optimise the use of budget funds. These measures may also affect pension payments, according to the specialised publication On Pension.

As noted, Article 41 of the draft state budget of Ukraine for 2025, which the government has submitted to the Verkhovna Rada, proposes to stop paying pensions to two categories of recipients.

Pensions may be frozen for people

  • Those who received the status of internally displaced persons before 24 February 2022, if there has been no movement in their bank accounts over the past 12 months;
  • those who received IDP status before 24 February 2022, if pensioners have not undergone mandatory identification in a timely manner.

If the Rada approves this draft law, these categories of pensioners will no longer receive payments. To resume payments, they will need to apply to the regional office of the Pension Fund.
